He identified the main goals as continuing to provide electricity and fuel, He announced the return of oil revenues to the treasury, the formation of a “Supreme Energy Headquarters” and the start of network modernization, emphasizing that Iran’s problem is not a lack of capacity, but structural mismanagement.
