To you who, over the past five decades, have been victims of injustice, torture, and repression by the Islamic Republic; To the grieving, justice-seeking mothers and fathers, daughters and sons, sisters and brothers, whose number this tyrannical regime has increased every year, every month, and every day; Today, with pride, and in pursuit of justice for each and every one of you, I have established the Committee for Drafting for Transitional Justice Regulations. This committee will be tasked with drafting the regulations for a truth-finding commission and court. The members of this committee are experienced Iranian experts spanning four different generations: Dr. Shirin Ebadi Mr. Iraj Mesdaghi Dr. Leyla Bahmany and Dr. Afshin Elian. Dr. Ebadi has accepted the chairmanship of this committee. Additionally, a number of the most distinguished international legal scholars will assist this committee in an advisory capacity. Transitional justice is a critical part of our program for free Iran. The truth will be revealed. Justice will be served. Light will triumph over darkness.

برای شما که در پنج دههی گذشته قربانی بیعدالتی، شکنجه و سرکوب جمهوری اسلامی بودهاید؛ برای مادران و پدران، دختران و پسران، خواهران و برادران داغدار و دادخواهی که این رژیم ضحاکی هر سال، هر ماه و هر روز بر شمار و رنجهای شما افزوده است؛ امروز با افتخار، و در راستای تحقق عدالت برای تکتک شما، حکم تاسیس «کمیته تدوین مقررات عدالت انتقالی» را صادر کردهام. این کمیته مامور تدوین مقررات یک دادگاه و یک کمیسیون حقیقتیاب خواهد بود. اعضای این کمیته، ایرانیانی متخصص و باتجربه از چهار نسل متفاوت هستند: دکتر شیرین عبادی، آقای ایرج مصداقی، دکتر لیلا بهمنی، و دکتر افشین الیان. ریاست این کمیته را خانم عبادی پذیرفتهاند. همچنین شماری از برجستهترین حقوقدانان بینالمللی به عنوان مشاور این کمیته را یاری خواهند داد. عدالت انتقالی بخش مهمی از برنامهی گذار قانونمند ماست. حقیقت روشن خواهد شد. عدالت اجرا خواهد شد. نور بر تاریکی پیروز خواهد شد.
